The City of Burnsville is seeking written proposals from qualified respondents for new audiovisual systems and installation services for the new Fire Station #1 facility located at 14275 Newton Ave, Burnsville, MN 55306. Burnsville Fire is a career department and the personnel work 24-hour shifts with living quarters making up a portion of the building. Due to the age of the existing Fire Station #1 facility, increased maintenance costs, limited functionality of the facility and a new fire response model, a new facility is being constructed to meet the growing needs and demands of the fire and EMS response systems.

Qualified companies are required to submit one (1) electronic copy of the material described in the RFP Proposal Due Date section 1.02.

The City of Burnsville is seeking written proposals from qualified consultants to update the City of Burnsville Heart of the City (HOC) Design Framework established in November 1999. The 1999 HOC Design Framework included principals, guidelines, and standards for both private development and public sector infrastructures. Since the framework was established in 1999, much of the HOC district has been built out and the public streetscape enhancements are in place. However, some of the infrastructure that was installed is either out of date or out of compliance with Americans with Disabilities Act (ADA) requirements and a review is needed of the design guidelines to update to more current streetscape amenities. Additionally, the City has some current initiatives, including placemaking, public art, and wayfinding signage in the district, in which guidance is needed.

TIMING: Proposals must be received no later than 4:00 p.m. on Friday, June 4, 2021.

Written questions on the RFP will be accepted until Friday, May 28, 2021 at 4:00 PM to allow time for staff to respond in writing to all holders of this RFP. Written questions submitted after Friday, May 28, 2021 at 4:00 PM may go unanswered.

The proposals will be reviewed, and those consultants whose qualifications most appropriately meet the City's needs may be invited to interview the week of June 14, 2021.

Purchasing Requirements

The City of Burnsville follows Minnesota State Statute in regard to bidding requirements for municipal contracts. The current statute states:

  • Bid amounts of $175,000
    • The City of Burnsville is required to use a formal, sealed and competitive bidding process per the State of Minnesota's Uniform Municipal contracting Law Chapter 471.345.
  • Bid amounts of less than $175,000
    • A formal bid is not required.
    • Local governments must receive at least two quotes.
    • City may still choose to use formal sealed and competitive bidding process at its discretion.
  • Small Purchases
    • City of Burnsville departments are authorized to make small purchases up to $4,999.
