Rental Licensing
Issued To
Owners of rental properties including condominiums, townhouses, single-family homes, manufactured homes and multi-unit buildings

- Property Management Change Form (PDF) -- The Rental Licensing Department must be notified of any management changes that occur for your rental property. This includes single home or multi-unit owners that are current rental license holders

Completed renewal applications must be received within ten days of an online payment, or your renewal process is considered incomplete
Additional Requirements
- Inspection of all rental properties for building and fire code compliance every three years
- Inspection of all multi-unit rental property common spaces and exteriors for fire code compliance every year
- Property must be in good repair and non-hazardous
- Licenses may be revoked due to:
- Violation of property maintenance, building or fire codes
- Failure to implement the Minnesota Crime Free Housing Lease Addendum
Fees
- Annual Rental Fees (PDF)
- Annual fees for all rental property licenses cover the costs of building maintenance inspections
- A rental conversion fee is paid when owner-occupied units are converted to rental status. The conversion fee and rental license fee cover the first year’s license and initial inspection along with one follow-up inspection
Exceptions
- View exceptions in City Code 3-28-5
- Retail, commercial and industrial rentals
- Licensed nursing homes and assisted living facilities
- Relatives renting from homeowner
- Military leave situations (Requires proof of military orders)
- Snowbirds
- Contract for deed situations (Must be registered with the Dakota County Assessor’s Office)
