On-Sale A & B License:   Application Packet [PDF] - NOTE:  application file contains forms necessary for all intoxicating liquor, not all forms are necessary for this type of license application

  • On-Sale A intoxicating liquor licenses require a minimum of 750 square feet for the dining area portion of the premises and a minimum of 30 seat capacity (same as state law) for Sunday on-sale if applicable.
  • On-Sale B intoxicating liquor licenses shall have an investment requirement of at least one million dollars ($1,000,000.00). In the case of multipurpose buildings such as motels and hotels, only that portion of the building directly attributable to the preparation, handling, storing or serving of food and liquor shall be considered in determining the value of said premises.

  • An on-sale wine license authorizes the sale of wine not exceeding fourteen percent (14%) alcohol by volume, for consumption on the licensed premises only, in conjunction with the sale of food. A wine license may be issued only to restaurants having facilities for seating of at least twenty five (25) people at a time.
  • Wine licenses can be applied for on their own, or in conjunction with a 3.2 percent on-sale license to be able to serve strong beer. Please see more information regarding strong beer in the 3.2 percent on-sale section. 
  • For Wine, an affidavit of sales can be used in lieu of the insurance unless the sale of strong beer will be made.

Change in Operating Managers for Intoxicating/Wine:  Application Packet [PDF]

  • The City requires by code when there is a change in the Operating Manager, Shareholders, or Officers/Directors that appropriate applications forms are completed, a fee paid, and they be approved by City Council. 
  • The requirement concerning change in officers does not apply to corporations whose stock is traded on the New York or American Stock Exchanges. The city then just requests a letter informing us of these changes for our records.

3.2 Percent On-Sale License:   Application Packet [PDF]

  • 3.2 percent on-sale licenses can be applied for on their own or in conjunction with a wine license for the availability to sell strong beer. There is not a separate strong beer license. Establishments that wish to sell strong beer must apply for both a wine license and a 3.2 percent on-sale license and provide proof of liquor liability insurance (Dram insurance). Affidavit of sales can not be used if strong beer is sold.
  • Another stipulation with strong beer, is that 60% of the gross receipts must be from the sale of food to be able to sell strong beer.
