Additional Improvements
Changes to Project Scope (Approved Aug. 8, 2016)
The Burnsville City Council considered the following additional improvements as part of the first phase of construction: 

  • Adding a covered garage for storage of Police vehicles and equipment
  • Replacing the Police Department air handling system
  • Adding showers/changing space adjacent to the City Hall fitness room

Police Garage
Council directed staff to include a Police Garage addition in Phase I construction. The addition will provide indoor parking for 30 marked squads that are considered the Police Department's first responder fleet. The cost estimate for this addition is $2-$2.5 million, plus operating costs, which would be approximately $20,000 annually.

Police Air Handler
Council also directed staff to replace the Police Department's existing air handling system with a larger unit, rather than purchase and install an additional supplemental unit. As design began for the Police Department renovations, the Design Team learned that the current air handling system was nearly at maximum capacity.

The initial $10.1 million Phase 1 project cost included the purchase and installation of a supplemental air handling unit; however, capacity issues, age and increased maintenance make replacement of the air handling system with one larger unit a better option. Benefits include:

  • Eliminates the need to maintain two air handling systems
  • More energy efficient
  • Allows staff to have better zoning controls, which helps manage costs to run the system
  • Provides cost savings by replacing the system as part of the renovation project
  • Avoids cost increases over time due to inflation
  • Takes care of all deferred maintenance in the Police Department for next 20 years
  • The estimated cost for replacement is $700,000

Shower/Changing Rooms Not Included in Phase 1
An addition of a shower and changing rooms in the lower level of City Hall adjacent to the employee exercise room was also presented to Council for consideration. Council elected to not include this addition as part of the Phase I project.
