Assessment Approval Update

Special assessments for the project were approved by the City Council at their meeting on September 6, 2016.  Assessment costs and payment information is available in the letters sent on August 18, 2016.  Property owners wishing to pay their special assessments in-full for the street work are reminded that payment is due no later than Monday, October 31, 2016.  Credit card payments are not accepted for special assessments. October 31, 2016


Crews have been working on punchlist and cleanup items in the Chateaulin neighborhood over the past two weeks, and will be completing any additional sod replacement/restoration work that does not pass the warranty inspection.  

The sod warranty review is presently occurring, as City inspection staff have been reviewing sod conditions throughout the reconstruction portion of the neighborhood, and identifying any areas that need repair or replacement.  Property owners in these areas have been mailed a sod warranty letter and sod care instructions, indicating the warranty expired on October 28, and sod care will be the responsibility of property owners moving forward.  A copy of this letter and the sod care instructions is available by clicking here

September 27, 2016

Crews have completed about 95% of the sodding in the Chateaulin neighborhood, and anticipate completing the remaining sodding, boulevard grading, and seed placement later this week.  Bituminous driveway patching was completed last week. 

September 20, 2016


This week, crews are working to complete the sodding (reconstruction areas), seeding (reclamation areas) and general landscape restoration items.  Rain that is anticipated later this week may inhibit the completion of this work; however, crews will be working to prep all boulevard areas and establish match-points for sod installation.  

Crews were unable to complete the bituminous driveway patching items last week, but are anticipated to complete that work today ahead of the landscape restoration items. 


September 13, 2016

Crews completed raising manhole and other utility castings in the pavement to the surface last week. This week, landscaping crews are scheduled to be in the neighborhood completing curb backfilling, placement of topsoil, and installation of sod (reconstruction areas) and seed (reclamation areas).  Landscaping work is likely to continue into the week of September 19th.  Crews will also be repairing irrigation system components, and replacing any landscape beds (rock, edging, etc.).  

Mailboxes are also anticipated to be installed later this week.  Properties who had temporary mailboxes installed will receive a notice in their temporary mailbox of the installation date, and will requested to put your mailbox and post by the curb for re-installation. 

September 7, 2016

Paving of the first layer of asphalt was completed prior to Labor Day.  This week, due to the rain, limited work will be occurring with respect to backfilling curbs and grading in the boulevard areas, as it is too wet to work with topsoil.  Crews anticipate raising utility castings and performing boulevard grading work starting the week of September 12. 

August 29, 2016

Curb work was completed last week in the neighborhood, and driveway access in all areas should be restored.  This week, crews anticipate grading the aggregate base and raising utility castings, with the hope of paving the first layer of pavement prior to the Labor Day weekend. If weather or unanticipated delays impact the schedule, paving will occur the week after Labor Day. 

August 23, 2016

Crews started installing curb on 131st St., Aspen Dr., and the remainder of 14th Ave.  Residents impacted by this work should have received notices regarding parking and driveway access restrictions last week.  Once curb is installed, residents will be able to park in front of their homes for the remainder of the week, until the driveway aprons have cured and driveways can be ramped again for access.

At the end of this week, crews will start tolerancing and grading the aggregate base on 131st St., Aspen Dr., and 14th Ave.

August 17, 2016

Concrete driveway apron work was completed last week on 14th Ave. and Chateaulin Ln., and driveway access was restored on Monday morning.  Roadway tolerancing and minor grading work will occur in the next week in these areas.

Curb and driveway restoration work on 131st St. has been delayed again, due to scheduling issues with the concrete subcontractor.  City staff and the Contractor are working to get the concrete crews back onsite as quickly as possible, but a current date for curb work is not known.  Once crews are scheduled, Property owners are encouraged to check their front doors for flyers regarding parking restrictions during curb installation. Once the curb is installed, residents will be able to park in front of their homes until the curb has cured and driveway access can be restored (typically 5-6 days after curb is installed). 

August 9, 2016

Crews are completing subgrade excavation and aggregate base placement for curb work throughout the neighborhood.  Curb was installed on Chateaulin Ln. and 14th Ave. south of 131st St. on Monday, and driveway aprons will be poured later this week.  Residents on these streets can park on the street in front of their home until driveway access is restored. 

August 2, 2016


Watermain and storm sewer work was completed last week in the Chateaulin neighborhood.  Crews also completed pavement reclamation, and have started subgrade excavation and grading of the roadways.

This week, crews will continue with roadway grading work, and anticipate starting to install curb and concrete driveway aprons by the end of the week. Property owners are encouraged to check their front doors for flyers regarding parking restrictions during curb installation.  During the day, property owners will be requested to park vehicles on adjacent streets.  Once the curb is installed, residents will be able to park in front of their homes until the curb has cured and driveway access can be restored (typically 5-6 days after curb is installed). 

July 26, 2016

Crews anticipate completing watermain service reconnections today in the neighborhood, and will continue with storm sewer installation along 14th Ave. and at miscellaneous spots throughout the neighborhood throughout the week.  Once all watermain service is restored, crew will begin dismantling the temporary water system.  

Crews anticipate starting to excavate and restore the subgrade material on the watermain side of the roadway starting on Wednesday, July 27, and continuing for the next week.  Crews plan on reclaiming the non-watermain side of the roadway as well as Aspen Drive at the end of this week. 

July 19, 2016

Crews are completing the mainline watermain installation on 131st St. today.  Utility crews will then move back to 14th Ave. and Chateaulin Lane and begin re-connecting water service lines.  Crews will also be complete storm sewer modifications as they proceed with service reconnection work.   

Later this week, crews will reclaim pavement on the east side of 14th Ave. from 131st St. to Chateaulin Ln. in preparation for storm sewer installation.  This storm sewer will be installed the week of July 25, along with remaining water service connections on 131st St. and 14th Ave. Following completion of all service connections, temporary water facilities will be disassembled and removed from the neighborhood.

July 12, 2016


Crews continue to install watermain on 14th Ave., Chateaulin Ln., and 131st St.  All mainline watermain installation should be completed by the beginning of next week, and will be pressure tested and disinfected for service re-connections during the week of July 18th.  

Temporary mailboxes for watermain construction areas have been set up in the parking area for Chateaulin Park on 14th Ave.

July 7, 2016

Crews began reclamation work this week on 14th Ave, Chateaulin Ln., and 131st St. on the watermain side of the roadways.  Temporary water connection occurred earlier this week, and new watermain installation began today on 14th Ave. at Parkwood Drive.  Crews anticipating removing curb and installing watermain on 14th Ave. and Chateaulin Ln. over the next week.  

Temporary mailboxes for residents on 14th Ave., 131st St., and Chateaulin Ln. will be set up in the parking area for Chateaulin Park at 14th Ave. and Aspen Drive.  Some mailboxes have already been moved off 14th Ave., and the remaining mailboxes on Chateaulin Ln. and 131st St. will be removed on Monday, July 11.  Mailboxes on Aspen Drive are not anticipated to be impacted as a result of the street work in this neighborhood. 

June 28, 2016

Crews are continuing work with gas main potholing throughout the neighborhood. Crews are also in the process of removing manhole casting and lowering utility structures in preparation for street reclamation work.  Temporary water main is being set up along 14th Ave., 131st St., and Chateaulin Lane.  Crews will be filling the temporary watermain and disinfecting the water over the remainder of the week.  If all water quality tests pass, crews anticipate connecting temporary water service pipes starting on July 5th.  Residents should look for flyers in their front doors regarding temporary water installation information.  

Also occurring on July 5th, crews anticipate reclaiming the watermain half of the roadway on 14th Ave., 131st St., and Chateaulin Lane, along with reclamation of the full width of Aspen Drive.  Water installation will also begin starting on 14th Ave. the week of July 5th.   

June 21, 2016

Comcast continues with relocation work within the Chateaulin neighborhood.  Crews will be installing new cable lines in boulevard areas via directional drilling.  Excavation around utility boxes can be anticipated.  Comcast’s work is anticipated to continue work over the next 2-3 weeks.  

The City’s Contractor is continuing potholing gas main crossings throughout the Chateaulin neighborhood this week.  Property owners can expect to see potholes in boulevard areas (behind the curb) and at certain locations within the street section, marked with cones and construction barriers.  

Temporary water installation is anticipated to begin the week of June 27th on 14th Ave., 131st St., and Chateaulin Lane.  Crews will be installing temporary water in FRONT YARDS approximately 7’ behind the curb.  At driveways, crews will place wood planks and gravel to allow residents to drive over the temporary water lines while they are in service.  Residents should look for flyers in their front doors regarding temporary water installation information.  

Pavement reclamation and watermain replacement is anticipated to begin the week of July 5th.  

June 13, 2016

Comcast has started relocation work within the Chateaulin neighborhood.  Crews will be installing new cable lines in boulevard areas via directional drilling.  Excavation around utility boxes can be anticipated.  Comcast’s work is anticipated to last 2-3 weeks.

April 25, 2016

The City has completed a preconstruction meeting with representatives from Valley Paving, Inc. and private utility companies.  At this meeting, the project schedule for the project was discussed.  The key schedule dates are as follows:

  • Comcast will be performing cable relocations and upgrades throughout the Chateaulin neighborhood beginning on or after May 9th, with work to last approximately 2-3 weeks.  Comcast will place door hangers on front doors of properties that may be impacted prior to beginning work.  The majority of the work will be directionally drilled, with excavation mainly at existing cable boxes (located along property lines).
  • Valley Paving and their utility subcontractor, Northdale Construction, Inc., will begin utility work on or around June 7th.  The first week will be used to set up temporary water piping for residents in the street reconstruction section of the neighborhood.  Watermain removals and installation will occur after that. 

In the interim, residents are reminded of the Neighborhood Meeting being held on Monday, May 2, 2016 from 3:30 to 6:30 PM in the Large Community Room at Burnsville City Hall.  Information can be found under the April 20th update below.

The City has awarded a contract to Valley Paving, Inc. to reconstruct the streets in the Chateaulin neighborhood as part of the City’s 2016 Street Reconstruction Project.  

A neighborhood meeting is being held on Monday, May 2, 2016 from 3:30 to 6:30 PM in the Large Community Room at Burnsville City Hall for property owners interested in learning more about this project and the upcoming construction schedule.

Chateaulin Neighborhood Meeting Notice


Prior to the neighborhood meeting, City staff will be meeting with the Contractor to identify the general project schedule and phasing plans.  That information will be available at the neighborhood meeting, and provided as an update on this project web page.  

In the interim, Comcast is in the process of performing design for relocation of their facilities in portions of the Chateaulin neighborhood.  Property owners may have noticed white flags labeled “proposed route” in boulevard areas.  The majority of the Comcast relocation work will occur via directional drilling, with limited surface impacts at existing cable junction boxes.  Comcast will be working with the City and it’s Contractor to perform relocation of its facilities prior to, or in conjunction with, the street reconstruction work.
