August 31, 2015

Crews returned to perform topsoil replacement and spot overseeding throughout the Kelly Heights neighborhood last week.  Crews targeted areas that had less than 70% grass growth from the original restoration work performed at the end of May. 

Property owners are reminded that they are responsible for maintenance and watering of newly seeded areas, Property owners should water seed at least once per day.  The best time to water seed is in the early morning and/or late evening.  

Older Updates

May 29, 2015

Crews began paving in cul-de-sacs and in the south half of the Kelly Heights Neighborhood over the past week.  Due to the rain on both Tuesday and Friday, crews were unable to complete paving work this week, but will wrap the work up on Monday, June 1st. 

All restoration work is substantially complete.  Residents are reminded to water new seed often to help establish germination and good root establishment.   

May 22, 2015


Crews completed asphalt patching work in the Kelly Heights/Heritage Estates neighborhood.  Crews have also completed some final paving in cul-de-sacs within the neighborhood.  Topsoil installation is mainly completed, and crews will be hydroseeding boulevard areas on both Friday (May 22) and Tuesday (May 26).  Due to the Memorial Day weekend and the garbage collection schedule for the neighborhood, crews will hold off on remaining paving activities until Thursday, May 28th and Friday, May 29th.  

PLEASE NOTE – Boulevard restoration will be with seed, topsoil, and a mulch-like tackifier that will keep the seed in place and moist between watering’s.  While the contractor will apply water to the seed initially, individual property owners will be responsible for maintaining and watering seed.  Property owners should water seed at least once per day.  The best time to water seed is in the early morning and/or late evening.

May 15, 2015

Crews completed concrete work within the Kelly Heights/Heritage Estates neighborhoods.  Crews continue to work on adjusting utility structure castings, and that work will wrap up early in the week of May 18th.  Also during the week of May 18th, crews will be patching asphalt pavement in front of replaced curbs and in any driveways, and begin restoring boulevard areas.

May 8, 2015

Work in the Kelly Heights/Heritage Estates neighborhoods started this week with curb sawcutting and pavement milling. Starting the week of May 11th, crews will begin removing and replacing concrete curb, and start adjusting utility structure castings. Please do not park on the street during daytime working hours (7 AM to 9 PM).  

At least one-lane of roadway will be preserved for vehicles to pass. Please use care and caution when driving throughout the neighborhood during both daytime and overnight hours. There will be an extensive amount of barricades, cones, and work areas as this work occurs. Crews will work to clean-up and restore as many areas as possible each evening, although there will be sections of missing pavement around the new curb and utility structures after adjustments.  

May 1, 2015


Work in the Kelly Heights/Heritage Estates neighborhoods will begin on May 4th with sawcutting of curbs to be replaced.  Please note that City staff marked curbs and driveway apron removals in two different colors of paint: White for initial review, and Pink for actual removal and replacement.  Curb replacement is being limited to situations where there is severe cracking, settlement, structural, or drainage issues.  Some curb marked in white that exhibited smaller cracking or did meet these criteria will not be replaced.  

Residents who have irrigation systems are encouraged to mark these in any areas where the curb has been marked with pink paint as soon as possible.

Where curb removals may impact driveway access, residents will be notified if vehicles need to be moved out of your garage or driveway for the duration of the curb replacement work.  Notices will be distributed to the front doors of impacted properties.

Pavement milling will begin on May 6th, and continue through May 8th.  Milling involves removing the top layer of asphalt, while keeping the lower layer in-place.  Property access will be maintained throughout the milling work.  Spot-repairs of severely damaged pavement will be made toward the end of the week with the placement of asphalt patching. 

April 24, 2015


The City has awarded a contract to Northwest Asphalt, Inc. to perform maintenance overlay work in the Kelly Heights/Heritage Estates neighborhoods this summer.  This project is part of a bi-annual maintenance program to perform a minimally invasive, full-width bituminous pavement overlay on residential streets that are not scheduled for street reconstruction work in the City’s Capital Improvement Program (CIP) in the next 10 years.  The overlay is intended to provide for added pavement life until the streets can be included in the City’s CIP for more comprehensive rehabilitation or reconstruction.  

Work on this project will include modifications to existing utility structures, minor curb repair in areas that have settled significantly and are holding water, milling of portions or the entire roadway and then resurfacing the entire roadway. All project work is anticipated to begin after May 4, and be completed by mid-June.
