General Items

Special Assessments:

Special assessments for the project were approved by the City Council at their meeting on September 8, 2015.  Assessment costs and payment information is available in the letters sent on August 20, 2015.  Property owners wishing to pay their special assessments in-full for the street work are reminded that payment is due no later than Friday, October 30, 2015.  Questions regarding assessment payoff amounts may be directed to Molly Stone at 952-895-4495, or .

New Updates

June 2, 2016

Crews will be paving the final lift of asphalt pavement in the Leisure Estates area beginning on Friday, June 3, and wrapping that work up early in the week of June 6th.  Crews will start paving work in Phase 2 at the east end of the project (Humboldt Ave., Leisure Lane, Fremont Ave.), and then progress west into Phase 1 areas. 

Residents should not park on the street while paving activities are occurring.  If your vehicle is parked on the street, you will be requested to move it.  Once pavement is placed past your driveway, you will be able to drive on it within 15-20 minutes after it is rolled by the contractor.

Crews are continuing with minor punchlist and cleanup items.  There are still a couple of irrigation and sod/seed items that need to be addressed over the next few weeks, but crews are working to try to wrap up all project work by mid-June.

Construction crews are returning to the Leisure Estates neighborhood this week to take care of “punchlist” repair items throughout all areas.  These items include sealing any curb cracking, replacement of curb and asphalt that may have been damaged over the winter, and addressing miscellaneous irrigation and landscape items. 

In Phase 2 areas, sections of sod that may have been partially damaged by salt and/or other winter activities have, for the most part, come back to live.  However, crews will be performing some topsoil installation and hydro-seeding spot repair in certain areas, such as where minor settlements may have occurred.  Seed provides for a better long-term establishment in spot repair areas as opposed to sod, which in small sections tends to dry up and die.  The seed will be installed via hydromulch, which is a green mulch material that better retains water and helps protect the seed while it germinates. 

Crews anticipate that concrete, asphalt, and landscape items will be ongoing over the next two to three weeks.  Following these items, crews will be raising manhole castings and preparing to install the final layer of asphalt pavement on all the streets. 


Older Updates

November 10, 2015

Work within the Leisure Estates neighborhood is substantially complete for 2015.  Crews will be completing clean-up work and miscellaneous punchlist items over the next two weeks.  

2016 Work In 2016, crews will return to raise utility castings and place the final layer of asphalt pavement.  In 2016, crews will also be looking to repair any broken or cracked concrete curb or driveway aprons, perform additional seeding in areas of restoration that require more grass cover (i.e., stockpile site in Leisure Park), and address any sod warranty items from Phase 2.

October 27, 2015

Phase 2

Crews are completing sod installation along Girard Ave. this week.  The sod warranty for Phase 2 areas will be extended into 2016.  The specific date the warranty will extend is not known, as it is weather dependent (temperatures, ground thaw, snow cover, etc.).  It is not unusual to place sod late in the fall on street projects in Burnsville and surrounding communities.  Landscape contractors have extensive experience in late-season sodding, and want to ensure the sod survives the winter.  In many cases, late-season sod placement has been more beneficial in the establishment of the sod, as the cooler temperatures allow the sod to go dormant and not require extensive watering, as there is not anticipated to be further root growth.  The Contractor will be watering the sod intermittently until the ground is covered with snow to ensure it does not become “freeze burned”.  Residents can assist in helping the sod dormancy and spring survival by following these recommendations:

  • DO NOT MOW new sod in 2015. Longer grass blades helps with quicker root establishment.
  • Use caution when removing leaves as to not roll or damage the new sod.  Rake lightly or utilize a blower to move leaves off the new sod before picking up with a mower or vacuum.
  • Assist with watering sod if the underside feels dry to the touch. 

Mailbox installation will be completed today, and regular mail service will resume at the curbside mailbox locations beginning on Wednesday, October 28.  

Street sign installation will occur over the following week.  Crews will also be working to restore landscape bedding areas that were removed in the boulevards, as well as complete seeding restoration work at Leisure Park.  

Irrigation system repairs in Phase 2 have been completed, except for a few properties who have been contacted by the irrigation subcontractor.  Residents with irrigation systems may complete any winterization activities at any time. 

October 15, 2015


Phase 1

Crews will be making some repairs to settled bituminous pavement throughout Phase 1 areas during the week of October 19.  Anticipate some sections of pavement removal and storm sewer inlet protection installation during this work.  Sod requiring replacement following the warranty expiration in mid-September will also commence the week of October 19. 

Phase 2

Paving on Girard Ave. and 132nd Place occurred earlier this week (horray!).  Crews are continuing work on utility structures and boulevard grading.  Crews are also completing final tree removals and stump grinding.  Replacement of the bituminous pavement driveway aprons on Girard Ave. is scheduled to occur October 19.  

Boulevard grading and topsoil placement are ongoing throughout Phase 2.  This work is anticipated to be ongoing for the next two weeks.  Crews will also be working on landscape area restoration (planter beds, rock gardens, landscaping edging, etc.).  Mailbox and street sign installation will occur following sod placement, which is still a couple weeks out.  

Irrigation Winterization (Phase 2)

Residents living in Phase 2 areas that have irrigation systems damaged from construction activities are requested to wait to have their irrigation systems winterized/blown-out until after all irrigation repairs are completed.  The Contractor will not be able to test repairs to irrigation systems if they have already been winterized.  Once a system is repaired and tested, winterization can occur any time.  For scheduling purposes, residents looking to schedule their irrigation winterization in Phase 2 should wait until after October 28th. If you have already winterized your irrigation system and that system still needs repairs due to the street work, please contact Nils Hudyma at 612-619-5892 to discuss possible options.

October 8, 2015

Phase 2

Paving of the first layer of asphalt has been completed on Leisure Lane, Fremont Avenue, Lacota Lane, and Lacota Circle. Crews have started backfilling curb and stripping boulevard areas in preparation for sod installation in these same areas.  In the next week, crews will begin placing new topsoil, performing irrigation system repairs, and prepping for final sod placement.  

Along Girard Ave. and 132nd Place, crews are raising utility structures, tolerancing the aggregate base, and grading the road in preparation for paving, which is anticipated to occur the week of October 12th.  Following the street paving, crews will be prepping all asphalt driveway aprons for paving and beginning work on boulevard grading.

October 1, 2015


Phase 2

Concrete curb and driveway apron work in Phase 2 was completed this week on Girard Ave. and 132nd Place.  Crews are also paving the first layer of asphalt pavement on Leisure Lane, Fremont Avenue, Lacota Lane, and Lacota Circle. Starting on Friday, October 2, crews will begin backfilling curb and preparing boulevards for topsoil and sod along Leisure Lane, Fremont Avenue, Lacota Lane, and Lacota Circle.  Paving on driveway aprons will begin on these streets starting on Monday, October 5.  Remaining tree removals and stump grinding will resume on October 5 as well. 

As the curb cures on Girard Ave. and 132nd Place, crews will begin tolerancing the aggregate base and grading the road in preparation for paving.  Crews will be restoring driveway access, and starting to raise all utility structure castings over the next week. 

September 25, 2015

Phase 2

Crews continue with subgrade grading and tolerancing work throughout the Phase 2 area.  Starting on September 28, crews will be installing curb on Girard Avenue, 132nd Place, and the remaining cul-de-sac on Leisure Lane.  Property owners are encouraged to check their front doors for flyers regarding the curb work and alternate parking locations during the day when curb is being installed.

Over the next week, crews will be raising utility structures on Lacota Lane, Lacota Circle, Fremont Ave., and Leisure Lane, in preparation for paving work.  Paving is anticipated to occur on these streets on October 1 or 2, weather dependent.  Crews will also be working to prepare and pave the bituminous driveway aprons along these streets.

September 21, 2015

Phase 2

Curb work is generally completed on Leisure Lane, Lacota Lane, Lacota Circle, and Fremont Ave.  Crews will be completing catch basin and driveway apron installation work today.   Crews anticipate completing curb work on Girard Ave. and the remaining cul-de-sac on Leisure Lane starting September 28.  

Mid-week, crews will begin to ramp driveways on streets with curb and begin tolerancing the aggregate base in preparation for paving work.  Crews will also begin rough-grading behind the curb, including backfilling work and cleanup in preparation for topsoil placement.  Once driveways are ramped, residents are asked to park in your driveways during working hours. 

September 10, 2015

Phase 1


Sod warranty inspections will begin on Monday, September 14.  Areas requiring replacement will be marked, although replacement will likely not occur for a couple of more weeks, to sync up with sod installation in Phase 2 areas.  Please refer to the letters and sod care instructions that were sent out September 4 (or by clicking here).


Phase 2

Grading work is mainly completed on Leisure Lane, Fremont Ave., and Lacota Lane/Circle.  Grading work continues in the next week on Girard Ave., as crews work to install additional subgrade material in the cul-de-sac areas.  Grading work is anticipated to be completed by September 18, weather dependent.  

Due to rain earlier this week, curb work has been postponed and will start on Monday, September 14.  Work will start on Fremont Avenue, then progress to Leisure Lane, Lacota Lane/Circle, and Girard Avenue/132nd Place, in that order.  Residents on each street will receive flyers regarding parking restrictions and alternate parking locations the day prior to curb installation occurring.  Please check your front doors daily for these notices.  Also, please remember when parking next to new curb, do not park in front of a driveway, to allow crews to restore access. 

September 3, 2015

Phase 1

Letters regarding the upcoming expiration of the sod warranty will be sent to Phase 1 property owners on Friday, September 4. A copy of that notification with sod care instructions is available by clicking here.

Phase 2

Crews have completed subgrade preparation and the initial grading for curb on Fremont Avenue, Leisure Lane (except for cul-de-sac), and Lacota Lane (west of Fremont Avenue).  In the next week, crews will complete grading work on Girard Avenue, Lacota Lane, Lacota Circle, and the cul-de-sac on Leisure Lane.

Curb crews are scheduled to begin curb installation work the week of Labor Day on Fremont Avenue and Leisure Lane, weather dependent.  Residents will received notices regarding driveway access and alternative parking locations ahead of any curb installation work.  Please check your front doors for these notices on a daily basis. 

August 28, 2015


Notification of the Public Hearing for this project was sent on August 20 to all property owners with proposed final assessments to the property owner address on file with Dakota County.  The assessment value for each property has been noted in that letter.  The Public Hearing is on September 8, 2015 at 6:30 PM at Burnsville City Hall.

Phase 1

Work within Phase 1 is substantially completed.  Crews are continuing to perform various landscape restoration and cleanup items.  The warranty period for the sod installation will extend until mid-September.  Residents will receive notices of the sod warranty expiration starting the week of September 7th.  

Phase 2

All watermain, storm sewer, and sanitary sewer work has been completed within the project area.  Crews are completing the dismantling of the temporary water system this week.  

Pavement reclamation of the non-utility side of the streets occurred earlier this week, and removals of curb and driveway aprons is ongoing.  In the next week, crews will continue subgrade excavation work on Girard Ave., Fremont Ave., and Leisure Lane, and begin installation of the aggregate base along these streets in preparation for curb installation after Labor Day.  

August 20, 2015


Phase 1

Crews will be installing street signs and mailboxes the remainder of this week.  Mailbox locations have been marked with flags and stakes.  Residents are reminded to place their mailboxes (attached to the mailbox post) by their driveway or the curb ahead of Friday morning to have their mailbox installed. Please refer to the flyers passed out on Wednesday for contact information if you have questions regarding mailbox installation.

Phase 2

Crews have completed water service connections on Leisure Lane and Fremont Avenue. Watermain pipe installation was completed on Lacota Lane in the past week.  That watermain is currently being tested and disinfected.  Crews anticipate returning late in the week of August 24th to continue with water service connections on Lacota Lane and Lacota Circle.    

Crews are installing storm sewer at intersections along Lacota Lane, as well as along Leisure Lane, which should be completed by the end of the week.

Over the next week, crews will be performing subgrade preparation work on Girard Avenue and Fremont Avenue, followed by work on Leisure Lane.  On Tuesday, August 25, crews are schedule to begin reclamation of the remaining pavement sections of roadway through Phase 2.  Crews will then work on removing any remaining curb and driveway aprons in advance of grading work. 

August 13, 2015

Phase 1

Crews are completing sod installation in Phase 1 this week.  The Contractor will be responsible for warrantying the sod for a period of 30 days.  The Contractor will water the sod as needed to keep it growing through the warranty period.  Property owners can assist with the sod care by not mowing new sod for at least two weeks, and helping supplement watering, especially in areas with limited shade.  Watering in early morning and evening periods will provide the most benefit.  In early September, property owners will get a notification of the warranty expiration date, along with some tips for ongoing sod care into the fall.    

Street sign and mailbox installation is anticipated to occur toward the end of the week of August 17th. 

Phase 2

Watermain service connections on Girard Ave. have been completed.  Watermain pipe installation has been completed on Fremont Ave., Leisure Lane, and Lacota Circle.  Crews are working to complete the watermain installation on Lacota Lane from Humboldt Ave. to the cul-de-sac.  Beginning next week, crews will re-establish permanent water service connections on Fremont Avenue and Leisure Lane.  

Roadway grading work on the utility portions of the roadway continue on Girard Ave.  Grading work will move to Fremont Ave. and Leisure Lane once water service connections are completed next week. 

August 6, 2015


Phase 1

Crews are completing prep work for sod placement throughout Phase 1 areas.  Sod installation will begin the week of August 10th, and is anticipated to be completed by August 15th.  Mailbox installation and road sign installation is anticipated to occur the week of August 17th.  

Phase 2

Watermain crews have returned this week to finish the watermain installation on Fremont Avenue, and are working to complete work on Leisure Lane.  Crews will then move to reconnect water services on Girard Avenue, starting on August 7th.  

Temporary water connections will be made on Lacota Lane and Lacota Circle beginning the week of August 10th. Please check your front doors for flyers regarding temporary water connections and placing water softeners into bypass mode ahead of temporary water connection

July 30, 2015

Phase 1

Bituminous driveway aprons on Humboldt Ave. have been completed this week.  Crews have also been backfilling curb and completing tree removal and stump grinding in boulevard areas.  Final grading work, including additional topsoil placement, cutting in match-points for sod, and replacement of landscape edging will be occurring over the next few weeks, with sod installation following shortly thereafter.

Mailbox installation has been postponed until after the sod placement.  Residents will receive an updated notice to place their mailbox and post in the boulevard areas at a future date.  Please note that if you intend to replace your mailbox post and/or your mailbox, the mailbox needs to be attached to the post before the contractor performs installation work.  

Phase 2

Watermain crews have been working on a different job site this week, but will be returning the week of August 3rd.  Crews will continue with watermain installation on Fremont Avenue, complete water service reconnections on Girard Avenue, and begin watermain on Leisure Lane.

Temporary water connections will be made on Leisure Lane beginning the week of August 3rd. Please check your front doors for flyers regarding temporary water connections and placing water softeners into bypass mode ahead of temporary water connection.     

Crews will also be continuing with tree removal and stump grinding in certain areas of Phase 2 where access to the trees and stumps are not hampered by the ongoing utility installation work. 

July 23, 2015


Phase 1

Crews are completing paving work on Humboldt Ave. today.  Crews have been working to replace bituminous driveway aprons, complete tree stump grinding, and continuing with backfilling of curb and topsoil placement on all streets in Phase 1. Bituminous driveway aprons on Humboldt Ave. will be completed the week of July 27th.  

Following topsoil placement, crews will be preparing for mailbox re-installation.  Please check your mailboxes and your front doors for notification of when to have your mailbox available for installation.  Irrigation system repairs will also be starting soon.  If you have an irrigation system and receive a note from Dave’s Irrigation, that is the irrigation subcontractor, and you are requested to contact Dave to coordinate a time to meet and test the irrigation system repairs.  

Phase 2

Crews have completed the mainline watermain installation on Girard Avenue.  Water service reconnection on the north end of Girard Avenue occurred this week.  Water service connections on the south end of Girard Avenue will not occur until the week of August 3rd, to allow the existing watermain to be pressure and bacteria tested.  Crews have continued with watermain on Fremont Avenue.  

Final grading work on the north end of Girard Avenue will begin the week of July 27th.  

July 16, 2015

Phase 1

Crews are completing paving work on James Avenue, Lacota Lane (Humboldt Ave. to Burnsville Parkway), Irving Avenue, and Lyndale Circle today.  Due to both weather issues earlier in the week, as well as an equipment malfunction, crews were unable to complete aggregate base placement and grading on Humboldt Ave. ahead of paving work today.  Crews will complete aggregate tolerancing with the anticipation of paving Humboldt Ave. during the week of July 20th.

Following paving work, crews will be backfilling the curb and installing topsoil in preparation for sod installation in a couple of weeks.  

Phase 2

Crews are completing storm sewer installation on Girard Avenue this week, and will be continuing again with watermain installation in the vicinity of Fremont Avenue working south to Lacota Lane.  Next week, crews anticipate starting to install and restore permanent water service along Girard Avenue, starting at Burnsville Parkway and working south.  

July 10, 2015

Phase 1


Crews
will be completing curb installation on Humboldt Ave., Lacota Lane (James Ave. to Humboldt Ave.) and 132nd Place by the end of the week.  Crews are also in the process of tolerancing the gravel surfaces of streets within Phase 1, in preparation for paving.  Depending on weather, paving is scheduled to commence on July 17th or July 20th.  

Phase 2

Sanitary sewer replacement on Girard Avenue has been completed.  Crews are continuing with watermain and storm sewer installation on Girard Avenue near the intersection with Fremont Ave. 

July 2, 2015

Phase 1

Crews have completed the initial grading work on Humboldt Ave., Lacota Lane (James Ave. to Humboldt Ave.), and 132nd Place.  Beginning on Monday, July 6th, crews will be installing the curb and concrete driveway aprons along these roadways.  Notifications for parking restrictions and alternate parking locations are being distributed to impacted residents today.  Residents are encouraged to check your front doors for these notices.  

Phase 2

Crews are continuing to remove curb and reclaimed pavement along Fremont Avenue, Lacota Lane, and Leisure Lane.  Crews are continuing with watermain, storm sewer, and sanitary sewer on Girard Avenue. 

June 26, 2015

Phase 1

Curb installation work on James Ave., Irving Ave., and the west portion of Lacota Lane was completed this week.  Crews will be completing restoration of driveway access by the end of the day today (Friday).  In the next week, crews will be grading these roadways in preparation for pavement placement.

Water service reconnections on Lacota Lane have been completed, as has storm sewer work on Humboldt Ave.  Residents who had their water softeners in bypass mode can switch those over to normal operating mode.  Crews will begin grading on Lacota Lane (west of Humboldt Ave.), Humboldt Ave., and 132nd Place in the next week in preparation for curb installation.  Due to the heavy rains earlier this week, Humboldt Ave. was too wet to install curb.  Curb will be installed in conjunction with curb work on Lacota Lane and 132nd Place (date still TBD).

Phase 2

Crews continued removing curb and reclaimed pavement in preparation for the watermain installation on Girard Avenue.  Temporary watermain connections were made, and the watermain activated on Wednesday of this week along Girard Avenue.  Watermain installation started at Girard Avenue and Burnsville Parkway, and will be progressing south to Fremont Ave. over the next week.  

Crews are continuing to perform utility structure repairs throughout Phase 2.  Curb removal and reclaimed aggregate removal will continue concurrently with this work in advance of watermain work.

June 19, 2015


Phase 1

Grading work on James Ave., Irving Ave., the west end of Lacota Lane, and most of Humboldt Ave (except the 400’ closest to Burnsville Parkway) has been completed.  Crews will begin placing curb in these areas starting today (Friday), and continuing into the week of June 22nd.  Residents will receive notices regarding parking options during and after the curb installation until the curb cures.  Please check your front doors for these notices.    

Water service reconnections on Lacota Lane have resumed, and will be completed today.  Crews will then complete storm sewer installation at Humboldt Ave. and Burnsville Parkway.  Following this utility work, crews will complete roadway grading work and preparation for curb and gutter installation.  

Phase 2

Crews have started removing curb and reclaimed pavement in preparation for the watermain installation on Girard Avenue.  Starting the week of June 22nd, crews will connect temporary watermain to homes along Girard Avenue, and begin the permanent watermain replacement.  Please check your front doors for flyers regarding temporary water connections and placing water softeners into bypass mode.  Temporary water piping will continue to be installed along other streets in Phase 2 in preparation for future activation.  

Crews will also be performing utility structure repairs throughout Phase 2.  Curb removal and reclaimed aggregate removal will continue concurrently with this work. 

June 12, 2015

Phase 1

Pipe crews have not been working in the neighborhood in the past week while grading work on James Ave., Irving Ave., and Humboldt Ave. occurred.  Grading work on Lacota Lane from Burnsville Parkway to Irving Avenue will be occurring in the next few days.  Crews are preparing streets for curb and gutter installation, which is anticipated to occur starting the end of the week of June 15th.  

Water service reconnections on Lacota Lane will commence starting next week, when pipe crews are back on site.  Crews will also complete storm sewer installation at Humboldt Ave. and Burnsville Parkway.  

Phase 2

Street reclamation on the watermain side of the roadways in Phase 2 has been completed.  Over the next week, crews will begin curb removals and excavation work in preparation for watermain installation.

Temporary water service connections along Girard Avenue have been postponed until crews are ready to begin watermain removal and replacement work.  It is likely that temporary water connections will commence toward the end of the week of June 15th, or beginning the week of June 22nd.  Please check your front doors for flyers regarding temporary water connections and placing water softeners into bypass mode.  Temporary water piping will continue to be installed along other streets in Phase 2 in preparation for future activation. 

June 5, 2015


Phase 1

Crews have completed watermain service installation in Phase 1, with the exception of some remaining services on Lacota Lane.  These services will be connected over the next week.  Crews will be continuing to disassemble and remove temporary water piping throughout Phase 1.

Street reclamation on the non-watermain side of the roadways is being completed this week.  Following reclamation, crews will be removing curb and driveway aprons, and continuing road grading work.  Work is mainly completed on James Avenue, and will be ongoing on Lacota Lane, Irving Ave., and Humboldt Ave.

Phase 2


Street reclamation on the watermain side of the roadways in Phase 2 has begun.  Once reclamation is completed, crews will begin removing curb and driveway aprons on the reclaimed side of the roadway in preparation for watermain installation.

Temporary water service will be connected to homes along Girard Avenue over the next week.  Please check your front doors for flyers regarding temporary water connections and placing water softeners into bypass mode.  Temporary water piping will continue to be installed along other streets in Phase 2 in preparation for future activation.  

May 29, 2015

Phase 1

Crews are continuing to complete water service connection work throughout Phase 1 areas.  Permanent water service connections on portions of Lacota Lane and Irving Avenue have already been completed.  Over the next week, permanent connections will be made on Humboldt Ave.  Watermain installation on Lacota Lane from Irving Avenue to Humboldt Ave. will also be completed.  Crews will also be starting roadway grading work on James Avenue and Irving Avenue.  On June 4th and 5th, the remaining non-watermain half of the roadways will be reclaimed and curb removal work will commence. 

Phase 2 Work Beginning

Work is progressing into Phase 2 areas ahead of schedule.  Crews have already completed sawcutting work on driveway aprons, and will perform pavement reclamation on the watermain side of the streets starting on June 4th.  Temporary watermain installation through rear and side yards is ongoing, as is tree removal and stump grinding.  Temporary mailboxes will be installed for Phase 2 starting on Monday, June 1st.  Temporary mailboxes will be located on Aldrich Ave. south of Leisure Lane, adjacent to the Phase 1 temporary mailboxes.  Please check your mailboxes for notification from the post office and the Contractor about mail delivery shifting to the temporary mailbox locations next week.    

May 22, 2015

Crews have completed mainline watermain installation on Humboldt Ave. and 132nd Place. Crews have also completed storm sewer replacement at Humboldt Ave. and 132nd Place. Tree removals in Phase 2 are ongoing, as crews continue to remove marked trees. Temporary watermain installation along Girard Avenue in Phase 2 is also ongoing.  

During the next week, crews will be installing and reconnecting permanent water services along Irving Avenue. Crews will continue with watermain installation on Lacota Lane starting at James Ave. and working east. Crews will salvage aggregate and bituminous material on Lacota Lane ahead of watermain installation. Driveway aprons in Phase 2 will be sawcut for future removal. Tree removals will continue in Phase 2.  Crews will start potholing for gas service crossings in Phase 2 areas ahead of pavement reclamation work, which is anticipated to occur the first week of June.  

In Phase 2, Palda Construction and their subcontractor, Ridgedale Plumbing, will be continuing to verify temporary water service connection locations.  As noted in previous mail correspondences, temporary water will be provided to homes via an outside hose bib.  If your outside water is not turned on, please turn it on so the contractors can verify it is operational for future connection.  If there is an issuer or question about your hose bib connection, a representative from Ridgedale Plumbing will attempt to contact you or leave a flyer in your front door requesting a call back.

Crews have completed watermain service installation work on Lyndale Circle and on Lacota Lane (Burnsville Parkway to James Ave.).  Crews have completed watermain installation on Irving Avenue.  Crews have completed the temporary water service connections to remaining properties along Humboldt Avenue.  Crews have started storm sewer installation at Humboldt Ave. in Valley View Park, and will continue this work once a weekend closure of Burnsville Parkway can be rescheduled.  

During the week of May 18th, crews will be continuing watermain installation on Humboldt Avenue and 132nd Place.  Crews will also set up to abandon old watermain on Lacota Avenue (Burnsville Parkway to James Avenue) and 132nd Place, as well as abandoning storm sewer in back-yard areas between Humboldt Avenue and Irving Avenue.  Pipe abandonment involves filling the old pipes with sand and capping them in-place.

Weekend Road Closure - POSTPONED

The proposed weekend closure of Burnsville Parkway has been postponed due to the rainy weather forecasted for the weekend.  The proposed weekend to perform the work is tentatively set for May 29-June 1.  Updates regarding the road closure will be posted on this website once dates are determined.

Crews have completed mainline watermain installation work on Lyndale Circle, Lacota Lane (Burnsville Parkway to James Ave.) and on most of Irving Avenue.  Crews have also completed various storm and sanitary sewer structure replacements, and have completed most of the tree removals in the Phase 1 areas of the project.

During the week of May 11th, crews will be performing watermain service reconnection on Lyndale Circle and Lacota Lane (Burnsville Parkway to James Ave.).  Tree removals and stump grinding will be continuing in Phase 1 and 2 areas.  Irving Avenue storm sewer installation will be completed, and crews will be starting work on storm sewer on Lacota Lane between Burnsville Parkway and James Ave.  Crews will also start storm sewer installation in Valley View Park at Humboldt Ave.

During the week of May 4th, crews will be starting watermain installation on Lacota Lane between Burnsville Parkway and James Avenue.  Crews will also start watermain installation on Irving Avenue, starting at Burnsville Parkway and working south.  A temporary water shutdown (4 hours) will be necessary to connect the watermain at Burnsville Parkway, and will impact residents north of Burnsville Parkway in the vicinity of James Avenue.  Flyers indicating the date and time of the shutdown will be disturbed to front doors of impacted properties the day before the shutdown work.

Temporary water service to residents along Humboldt Avenue will also be connected.  Residents are encouraged to check their front doors for flyers/notices regarding temporary water connection and service interruptions.   

Crews will continue removing curb and reclaimed pavement along Irving Avenue, Lacota Avenue, and Humboldt Avenue in preparation for watermain installation in the coming weeks.  Excess reclaimed pavement is being stockpiled at the stockpile site at Leisure Park.  

Tree removals continue to progress into the Phase 2 project areas.

The City has awarded a contract to Palda & Sons, Inc. to reconstruct the streets in the Leisure Estates neighborhood as part of the City’s 2015 Street Reconstruction Project. 

A neighborhood meeting is being held on Monday, April 27, 2015 from 3:30 to 6:30 PM in the Large Community Room at Burnsville City Hall for property owners interested in learning more about this project and the upcoming construction schedule.

A formal letter explaining the project and providing notification of the neighborhood meeting was recently mailed to property owners, and a copy of the letter with the project area map and contacts for City staff can be viewed by clicking the link below:

Leisure Estates Neighborhood Meeting Notice


A phasing map is available by clicking this link.  The project has been split into two primary phases: Phase 1 (west half) and Phase 2 (east half).  Work in Phase 1 will be starting on Monday, April 20th with boulevard tree removals and temporary watermain installation. 

Please note the following items regarding the temporary watermain setup in Phase 1:

  1. Temporary watermain consists of white, light yellow, and blue pipe laid on the ground and attached to fire hydrants on adjacent blocks to provide water service to individual properties through the outside hose spigot. 
  2. Please, do not move, mow over, use weed trimmers, or otherwise tamper with temporary watermain.  It may be unsightly for the time while in use, but if it is damaged or a leak happens, you will lose water service, and may cause other neighbors to lose service as well.
  3. As crews start to connect the temporary water for testing and disinfection, residents will receive a flyer or a visit from a construction representative indicating a date for temporary water to be activated.  Please review the information contained in this flyer to ensure you receive uninterrupted water service.

Centerpoint Energy is continuing with gas main and service replacement work in the Leisure Estates neighborhood.  Crews have performed new gas main installation on Humboldt Avenue and portions of Girard Avenue, and will be moving to Irving Avenue and Lacota Lane beginning on April 20th.  Please refer to the information in the March 27th update and www.centerpointenergy.com/construction for additional information regarding gas main replacement work.

Centerpoint Energy will be starting gas main and service replacements in the Leisure Estates neighborhood beginning the week of April 6th.  Crews will be starting work on Humboldt Avenue and Girard Avenue, and then progressing to other areas in the neighborhood.  Earlier this winter, and continuing this spring, residents may receive information in their mail regarding sewer line televising or cleaning from Centepoint Energy.  A copy of those documents is available by clicking here.  Residents will be contacted by a Centerpoint Energy contractor representative if an appointment is needed to access your sewer service.  Additional information regarding Centerpoint Energy’s gas main relocation work can be found by visiting the Centerpoint Energy project website at www.centerpointenergy.com/construction, and click on the “Burnsville à Leisure Estates” project in the right sidebar.

A formal letter was mailed to property owners on February 19, 2015 regarding a Public Hearing for the proposed street reconstruction project in the Leisure Estates neighborhood.  The merits of the project will be discussed an voted on by the City Council at this Public Hearing.  Property owners wishing to express their opinion of the project to the City Council will have the opportunity to do so at this meeting on Tuesday, March 3, 2015, at 6:30 PM in the City Council Chambers at City Hall.  A copy of the letter can be viewed by clicking here
